Many citizens come into contact with public services, for example as patients, as school pupils, as passengers on public transport or as unemployment benefit claimants. The quality of these public services has become increasingly important in recent years, not just for citizens, but also for the government itself. It is not just the question of whether citizens are helped that is important, but also how and under what conditions. Are patients properly informed about their treatment, and how long do they have to wait before being helped? Do school pupils receive sufficient attention, is there a good atmosphere at school and are the buildings well maintained? Do we feel safe when travelling on the tram or bus and are there enough seats? These are all questions that relate to what citizens consider important. This report analyses the opinions of users and non-users on these kinds of questions.
