The personal budget gives care clients an amount of money which they can use to purchase professional or non-professional care. It is a substitute for publicly funded care in kind. Both the use of personal budgets and the take-up of care in kind have risen sharply in recent years. However, the number of personal budget-holders has risen much faster (28% per year) than the number of users of care in kind (1.3% per year). This report explores and seeks to explain the strong growth in the use of personal budgets. It also presents an overview of the existing Dutch literature on the subject and places the development of the personal budget in an international perspective. Finally, the report looks at whether and to what extent the personal budget system has created new demand for care.
